Balance of Power
Balance of Power is an artifact appearance questline to unlock the third color tint for your Artifact weapon in the Legion expansion. Completing WoW's Balance of Power questline takes at least 4-5 weeks from start to finish.
You can get Balance of Power skins from Boosthive as it is a fastest way to unlock new artifact appearances, get Nightfallen reputation to Revered and complete a few achievements. Balance of Power is account-wide - finishing it once will unlock the skins for all characters on the account.

How to Complete Balance of Power Quest
Firstly players have to find a quest called The Power Within, which can only be accessed after partial completion of quests in Azsuna. This quest becomes accessible once you are sent to the blue dragonflight via the questline at Illidari Stand.
