The Band of Radiant Echoes heirloom ring is a new haste/mastery heirloom ring introduced in the War Within pre-patch. To obtain it, you need to collect 4 specific items throughout the duration of the pre-patch event.
Given the precedent set by the Unstable Elemental Confluence heirloom trinket in the Dragonflight pre-patch, the ring might still be available during TWW, but the method will likely be changed. That said, it is best to acquire the Band of Radiant Echoes ring during the pre-patch event to ensure you don't miss out!
