The Oculus can be found in the Borean Tundra section of Northrend. The exact coordinates for the Oculus are 27.2, and 26.0. Summon is always available so you don't need to wait the boost near the entrance. However, it makes the process much faster.

The Oculus (Occ) Heroic Boost
Heroic Occ is available for any character of lvl 80. Unlike TBC, there aren’t any additional requirements in order to access this instance. No attunements or keys to speak of. This creates a situation when most pug groups are either undergeared, inexperienced, or both. Playing with those types of pugs can be very frustrating and time-consuming.
